Finance Officer

To provide a professional Finance service to the Commission and business units across the Commission. To account for and report on the Commission's performance. To support budget holders and other users of Finance services. To prepare management accounts and reports.
MAIN DUTIES OF THE JOBHOLDER

"To action all financial transactions in an accurate and timely fashion, and to maintain the Commission's accounts.
"To lead in the processing of the Commission's monthly payroll and deal with pay queries from Commission staff.
"Lead on budget preparation in conjunction with budget holders; budget monitoring, forecasting and distribution of management accounts.
"To provide input to financial accounts and supporting schedules.
"Monitoring cash balances, bank reconciliations, Grant in Aid requests, held and future cash needs.
"Liaising with internal/external auditors, providing relevant information and assisting budget managers/holders to provide same.
"System maintenance and to provide support and training to users of financial systems
"Provide first line budget reporting to Finance Manager.
"To assist in Departmental reporting and other Compliance reporting.
"Support programmes, projects, training and other initiatives and support budget holders.
"To cover in the absence of the Finance Manager such tasks required to ensure compliance, processing deadlines and organisational commitments.
"To work closely with the Finance Manager in implementing strategic initiatives and in particular to identify "critical paths" within those programmes.
"Identify breaches of financial instructions, assess impact and recommend remedial action.
"Provide support to the Finance Assistant and provide cover, as required, during absences.
"Processing of payments by BACS and Direct Debit.
"Undertake all work relating to VAT and superannuation matters.
"Provide job training for temporary staff as required;
"Promote, implement and personally comply with the Commission's Equality and Diversity policy.
