JOB DESCRIPTION & PERSON SPECIFICATION
Title:Contractor & Installations Controller - (Mechanical)
*To implement regular auditing of contractor and in house workmanship quality. To have structured approach and be methodical and consistent in attention to detail.
*To deliver regular reports and co-ordinate/monitor on a daily basis on site works. To liaise with multi trade external specialist contractors and in-house technical teams and ensure they are delivering customer focused planned and reactive maintenance services.
*To support in house and external contractors on complex issues and assist in fault finding and solutions to high impact issues. Be technically knowledgeable in a wide scope of mechanical building services designs, repairs, modifications, and improvements.
*To ensure minimal disruption of contractors works during teaching hours. Assist in the handover of minor and major projects from design to maintenance teams. Undertake toolbox talks and lead on passing on knowledge of systems to frontline technicians.
*To assist in reviewing risk assessments and method statements for all on site works. Ensure permits to work are in place and correctly used.
*To make sure high profile customer complaints are resolved on site. Constantly be mobile around the campus and provide customer support as and when required.
*To design, specify, manage and deliver minor works projects using in-house and/or contractor staff.
Main duties and responsibilities
1.Control and manage all planned maintenance outsourced tasks and minor works projects. Implement lean processes to monitor all legally compliance planned maintenance tasks. Be technical authority in this area and provide support and guidance to frontline staff and contractors as necessary. Ensure co-ordination with in house teams and take (primary) responsibility for liaison between planned and reactive works
2.Produce weekly audit reports and liaise with line managers to provide regular statistical data on quality of workmanship, H&S and customer communication for both planned and reactive works.
3.Participate in the smooth day to day operation of the campus and be highly mobile to ensure planned works do not disrupt day to day campus operations.
4.Ensure all contractors working on site have been through the induction process and cease any works which cause high levels of H&S risk.
5.Be responsible for a permit system, issuing reviewing and monitoring the issuing of permits (roof access, hot work etc) to staff and contractors.
6.Provide a single point of contact for customers around the campus to review ongoing works. Negotiate most suitable times for works to take place with customers and ensure good communication to all building occupants that may be impacted on by planned works.
7.Contribute to in house RAMS and review internal and external RAMS on a regular basis.
8.Complete continuous improvement and lean review of methods of work and implementing improvements in working practices in frontline teams and contractors.
9.Following new build and major/minor refurbishment handovers ensure all relevant O&M manual knowledge is passed on to frontline staff related to the effective day to day operation of Mechanical services. Ensure all additional or changed mechanical assets are incorporated into existing maintenance contracts or arrange new in-house or external maintenance regimes. Ensure customers also understand systems in non-technical language and can operate systems effectively on a day to day basis.
10.Keep up to date with modern installation practices and procedures. Regularly review new technology and its effectiveness in reducing carbon and energy consumption in building services.
11.Review contractors service reports and associated paperwork to ensure any remedial works are reviewed and actioned if necessary. Review quotations and raise order requests for remedial works ensuring value for money is being achieved.
12.To produce quotations, drawings and specifications for planned maintenance minor works projects. Take customer or in-house briefs accurately and provide cost options when necessary.
13.Advise senior engineers and responsible persons of legal non-compliance's and help with implementation of solutions.
14.Ensure asset, drawings and condition data is continually up to date and accurate following planned maintenance works or following new build and major/minor refurbishment. Review information on life cycles and ensure planned maintenance takes in line with manufacturer's guidance.
15.To carry out the induction of new contractors onto campus as and when contracts change.
16.Assist as and when necessary in major campus reactive incidents and help resolve.
17.Liaise with maintenance team leaders to identify ongoing reactive maintenance issues and be responsible for the design, specification, management and delivery of minor works projects, including BMS, to provide cost effective and energy efficient solutions.
18.Provide supportive budgetary information for the regular monitoring and updating of allocated budgets.
19.Assist in the monitoring of apprentice project works and guide them on quality of workmanship and legal compliance items.
